XI) Founding Phase and the Commencement of Studies
Owing to the current stage of planning a definitive date to commence regular teaching and research operations has not yet be decided upon. At present it appears realistic to start in the academic year 2009-10 or 2010-11 (after the summer break in each case). A more precise schedule will follow, based on planning stages to be developed between the Management, the Board of Directors, the Executive Staff and the Scientific Advisory Board.
a) Beginning Phase
Dr. Mohamed Badawi was named the Founding President in the framework of the authorisation of the university by the ministry in charge. In the interest of the administration system his term of office will formally begin in the academic year 2007-08 and will at first last for eight years until the academic year 2014-15.
In cooperation with the President the Management and the supporting institutions, including the sponsors, a Board of Directors is to be created. In addition a Scientific Advisory Board should be named in cooperation with partner universities.
The President will be obliged for at least one year before the planned commencement of teaching operations to have named founding Deans and – along with their participation in the process – Department Heads for the founding of the respective departments, in cooperation with the Management, Board of Directors and Scientific Advisory Board. These individuals will have to declare in accepting their duties that they are also prepared to function as co-workers of the Nihal European University in Sudan and to research and teach at the Nihal European University in Sudan according to the contractual provisions for professors.
Upon evaluation of the financial means available it can be decided with the consent of the Board of Directors and the supporting institutions to commence operations without some of the departments listed in this plan. However the goals of including all of the departments mentioned here should be achieved as soon as possible.
In addition the President will name the Vice-President as soon as is possible with the consent of the Management as well as the Prorector for Economic and Technical Affairs with the additional consent of the Board of Directors.
b) Professors and the Hiring of Further Faculty and Adjuncts
For hiring additional faculty the Executive Staff of the Nihal European University in Sudan will establish search committees with each of the Faculties involved. The members will have to be able to demonstrate their competence in the discipline, although members of external partner universities who are qualified should also be called upon, yet they should not form the majority within the search committees.
The search committees will issue job announcements with the consent of the Faculty Advisory Boards and will choose the most suitable candidates from among the applicants on the basis of their vitas, their publications, their teaching experience, their job talk, their research agenda and an interview with the members of the pertinent search committee. Negotiating possible changes to the planned research agenda is possible in the interest of the Search Committee, the Faculty and the Department. At the same time the Search Committee can propose the extension of existing contractual relationships or the recruiting of a lecturer by means of a special contract.
The proposal of the Search Committee will be forwarded to the Central Administration with an enumerated ranking of the candidates. Here the Management, the Board of Directors, and the Scientific Advisory Board can eliminate candidates who do not appear to be appropriate for the position or the ideals of the Nihal European University in Sudan. On the basis of short lists the President will select one of the applicants in cooperation with the other members of the Executive Staff and the relevant Faculty Advisory Board.
Teaching assistants and adjuncts will be determined according to need and in the framework of the budgets for the faculties.
