Concept – Part D: Facilities, Constitution and Organs of the Nihal European University in Sudan

X) Constitution and Organs of the Nihal European University in Sudan

h) The Faculties and Departments

The Nihal European University in Sudan is divided into faculties and departments. Within these departments sections can be established by permission of the Executive Staff and the Senate. From the start the Department of Linguistics because of its complexity will be divided into Sections for Semitic Languages, African Languages and European Languages.

The faculties will each be led by a faculty advisory board to be chaired by the Dean. To the extent that a faculty has at least three departments, the faculty advisory board will be formed by a representative from each department. In addition there will be a student representative, a scientific employee and a non-scientific one. The terms of office will be three years except in the case of student members elected (one year). If the faculty consists of only two departments, then two members of each department will be sent while in faculties that only have one department, the advisory board should consist of three persons from the department, rendering faculty and department one and the same.

The Dean as director of the faculty and chair of the faculty advisory board has to be a professor in that faculty and is elected by the faculty advisory board for a term of three years. The Dean names two Pro-Deans (or associate deans) as deputies and assistants from the members of the departments on the faculty advisory board.

The staff of a Faculty coordinates in its areas of responsibility that the departments fulfil their duties in research and teaching, seeing to it that teaching takes place in an orderly manner. Further they organize and supervise the distribution of funds in the framework of the overall budget to the departments; when necessary they plan for future developments. In addition they cooperate in formulating departmental regulations for concentrators and examinations along with the departments involved, as well as the related degree plans. In certain circumstances this involves developing with the relevant sections interdisciplinary degree programmes as well as setting up a standing testing committee for each of the individual degree programmes.

Expert persons or disciplinary experts can be consulted by the Dean or the Faculty Advisory Board at any time.

The departments are led by a Departmental Advisory Board, which is to be chaired by the Department Head. This board is composed of the full-time lecturers of the department – or by the Spokesperson for the Sections in the case of division into sections – one teaching assistant, one student and one non-scientific employee. Both of the employee representatives serve for three years; the student representative for one. The Department Head is chosen from among the professors for a term of three years and decides upon a deputy. The Departmental Advisory Board is responsible for all affairs concerning the department.

Sections are to be formed in analogy to the departments.
