e) Executive Staff

The Executive Staff is responsible for the task of leading the university according to the guidelines of the Executive Board and in cooperation with the institutions of academic self-governance. It consists of a President, a Vice-President and three Prorectors. Members of the Executive Staff may not belong to any other committee of the university during their period of office other than to the Management. They also may not exercise any other office of university administration. Only one salary may be received while belonging to executive management. The Executive Staff must provide the Board of Directors with statements of accounts on a regular basis.

All members of the Executive Staff have the right to participate in meetings of the committees of the university and to be heard. At any time they can request information about any matter at the Nihal European University in Sudan. At the same time the Executive Staff provides the decision-making and advisory committees of the university with data and documentation necessary to make decisions.

 

1) The President

The Executive Staff and thus the university will be led by the President. He will be nominated by the Management (subject to veto of the Board of Directors) for no more than a period of eight years. However further terms of office can be added on. A dismissal of the President before the end of term can be made by a majority vote of the Management or the Board of Directors. A demand for dismissal before the end of the term can also be made by a majority vote of the Senate. The President should have at least a doctoral degree in order to be familiar with university structures and practices to a minimal extent. He exercises his function on a full-time basis, but in the case that his discipline is taught at the Nihal European University in Sudan, he should at least once a year hold course or give a lecture.

Among the leadership duties of the President are to chair the Senate; he also has the right to lead the committees of the Senate. In addition the President monitors all measures, decisions and resolutions of the university organs, committees and office-holders for their compatibility with the requirements of the Management and for legality and economic efficiency; he may also question them or send them back for further deliberation. The President also has to decide which resolutions and decisions bear the character of fundamental ones in order to hand them over to the Management and the Board of Directors for final decisions.

In addition the President monitors the orderly operation of the university in the individual faculties and departments along with the assistance of the deans and department heads. He must also guarantee that teaching and examining obligations are being fulfilled by those obligated to teach.

Within the university the rector is responsible for the maintenance of internal order and exercises if necessary the authority over the university.

The President can pass along his duties or their factual implementation to other members of the Executive Staff in general and concretely.

Lastly the President represents in his official presentations the university to the outside world.

 

2) The Vice-President

The President names with the consent of the Management a Vice-President as his deputy, to whom he can delegate the administration of portions of his spectrum of duties. In particular the Vice-President has the tasks of practical implementation and realisation of the fields of duty of the President and the standards of the university leadership as well as the monitoring that the committees and institutions of the university are operating well.

In keeping with his duties the Vice-President can be enlisted by the President with practical leadership over the meetings of the Senate and its committees. Or he can be asked to participate in meetings of other committees, both advisory and decision-making ones. In addition his area of responsibility includes all centres and institutes under the authority of the central administration to the extent that he does not delegate these to the relevant prorector. This means primarily: the Language Learning Institute, the Coaching Academy, the Institute for Teacher Training, the Library, University Athletics, the Central Testing Office, the Central Office for University Infrastructure and the Computing Centre as well as the monitoring of university media for their legality and the soundness of content in their publications.

Because of his role the Vice-President should discuss with the President whenever he will be absent for longer periods (regardless of the reasons) so that both of them are never absent at the same time for more than three to five days (ten days during the summer).

Like the President the Vice-President should be aware of the structures and practices of university life and thus have a doctoral degree. He too will exercise his or her office on a full-time basis, but he should, as long as his discipline is among those taught at the Nihal European University in Sudan, offer a course or a lecture at least once a year.

 

3) The Prorectors for Teaching and Research

The President names from the ranks of professors and lecturers and with the consent of a majority in the Senate a Prorector of Research and a Prorector for Teaching, both of whom will exercise their positions on a volunteer basis. The precise scope of duties will be determined by the President and Vice-President. The Prorector for Research is a regular member and the deputy chair of the Committee for Research Questions. The same holds in the case of the Prorector for Teaching. Their term of office will be from three to five years and will terminate in principle whenever a new President takes office.

 

4) The Prorector for Economic and Technical Affairs

The Prorector for Economic and Technical Affairs will be a professionally-qualified administrative director with the most extensive competence possible. In particular his or her areas of responsibility include the economic administration of the university and budget planning including its implementation. As a consequence he should be present at meetings in all committees of the university where economic issues are being discussion or decided upon. This person produces the account statements of the Executive Staff for the Management and the Board of Directors. It is preferred that the Central Office for University Infrastructure be delegated to him.

In keeping with the significance of the position the Prorector for Economic and Technical Affairs will be named by the President with the consent of the Management, while the Board of Directors will have the explicit right to veto the nomination. This Prorector should also if possible be an attorney or economist and be able to show that he has had a leading professional role over many years in an area of personnel and financial administration.
