VI) The Central Office for University Infrastructure
For the administration of residential complexes for lecturers, employees and guests as well as for student dormitories and the gastronomic infrastructure of the university such as the dining hall or cafeteria an office will be established that will be under the supervision of the central administration. This office will be independent except in budgetary matters and strategic planning. To fulfil its role, it will receive in the university budget a share (to be determined) of the tuition fees as an advance. From this it can be determined the minimal amounts required in terms of infrastructure for faculty and employees (such as apartments for both), for students (primarily for dorms) and for the gastronomic infrastructure.
The faculty and employee apartments will be understood as a salary benefit. This will save faculty abroad for having to look for their own places to live since the costs of doing so will not be insignificant for non-Sudanese – one reason why the salaries for foreign academics are often rather high.
Due to the similarity of duties this office is might also take over the duties of a Facilities Management office. In particular it could supervise the administration and maintenance of the buildings including the coordination of room cleaning services.
